COMMENTS:  This Honda arrived at our shop because it would not idle or run well and had hesitation problems.  Besides the rotten fuel in the gasoline tank, it was obvious the fuel pump had been leaking.  It was replaced with a new Honda unit.  The carburetors were cleaned, new bowl gaskets replaced 
& all 4 carbs synchronized.  The neutral light diode was replaced.  
This service required 4 hours labor + parts.  
Now it's running well and back in service.
